Tom Taylor: FCC will require big wireless carriers to share their data roaming service. Yesterday's order helps the smaller players, who must now be offered access for their customers on "commercial reasonable terms." CNN's David Goldman says Verizon and AT&T objected to the order, claiming they've done plenty to open up their networks. But the FCC says there are clear instances where the big guys have refused to open up their networks and negotiate roaming agreements. The Commission's listening to operators in rural areas, and those wireless carriers say they're sometimes getting a busy signal from the giants. This all matters to radio because it's not just about phone calls - it's about mobile Internet service, which is going to become increasingly important to radio. The FCC already requires network-sharing for voice roaming. Yesterday's adoption of the order at the monthly meeting extends that to data.

Inside Radio: FCC preps for potential shutdown. The processing of license transfers, technical changes and all other work handled by the FCC may grind to a halt as of 12:01 am Saturday morning if a threatened government shutdown occurs. "We are putting contingencies in place for a potential federal government shutdown," FCC spokesman Robert Kenny says.

John Maffei: TV/Radio Sports: Mickelson in TV spotlight at Augusta this weekend . The L.A. Times reported that Joel Meyers will be out at the end of the season as the TV voice of the Lakers. He'll be replaced by Spero Dedes, the team's radio voice. Speculation is that Bill Macdonald will replace Dedes on the radio. Next season is the last for the Lakers on FSN and KCAL Channel 9. The team will start a 20-year deal in 2012-13 with a Time Warner Cable channel that will place a special emphasis on Southern California sports. More sports TV talk on the link.

Los Angeles Times: Tom Leykis said Thursday he was pledging $50,000 toward the reward for information on the suspects who attacked a San Francisco Giants fan in a Dodger Stadium parking lot last week. On Opening Day at Dodger Stadium two Dodgers fans jumped San Francisco Giants fan Bryan Stow after the Dodgers 2-1 victory. One of the men punched Stow from behind in the head. The two then kicked and punched Stow while he was on the ground. Stow has a fractured skull and remains in critical condition at Los Angeles County-USC Medical Center.

Beck will develop and produce a variety of projects for the news channel. Beck calls it a ônew phaseö in his partnership with Fox News CEO Roger Ailes. Proclaiming him ôthe king of reality TV,ö the Hollywood Reporter for the first time puts Ryan Seacrest at top of its annual power list. In addition to a long list of current projects, the radio host turned entertainment mogul has another 19 TV projects in development and nine more being considered. HeÆs also dabbling in film, music publishing and live concerts.

Univision unleashes major staff cuts. The centralized Spanish variety hits "Recuerdo" format airs in seven markets, and today Univision laid off 15 people, including its OM and PD. RecuerdoÆs apparently being automated. Also - Pete Manriquez, National PD for the "Kalle" Spanish contemporary stations, is pinkslipped, along with Houston ops manager Arnulfo Ramirez. Radio-Info.com hears that the SIP research unit is closed, claiming EVP David Gleason and SVP Ismar Santa Cruz.
